FTR's Shippers Conditions Index (SCI) remained firmly in negative territory in April, coming in at -17.4. While that represented a modest improvement from March's -18.9 reading, the underlying dynamics of the freight market continue to create challenges for transportation and supply chain professionals.

The slight improvement was driven primarily by lower fuel costs. However, that benefit was largely offset by worsening freight rates and tighter capacity conditions, leaving shippers with little meaningful relief.
