FTR's Shippers Conditions Index (SCI) remained firmly in negative territory in April, coming in at -17.4. While that represented a modest improvement from March's -18.9 reading, the underlying dynamics of the freight market continue to create challenges for transportation and supply chain professionals.
The slight improvement was driven primarily by lower fuel costs. However, that benefit was largely offset by worsening freight rates and tighter capacity conditions, leaving shippers with little meaningful relief.
April's SCI results highlight a market where capacity constraints and freight rates are once again becoming the dominant factors shaping transportation conditions. While freight volumes remain near neutral, that environment alone is not enough to improve overall conditions for shippers.
As FTR Vice President of Trucking Avery Vise noted, the current freight demand environment presents a mixed picture. A lack of strong volume growth may ease pressure on transportation departments, but it also reflects broader concerns about goods consumption and economic activity.
Recent economic indicators suggest the potential for stronger consumption and continued gains in industrial activity during the second half of the year.
Normally, stronger demand would be welcomed news across the supply chain. However, for transportation buyers, stronger freight activity could accelerate capacity tightening and place additional upward pressure on rates.
That creates a difficult planning environment:
For transportation leaders responsible for budgets and procurement strategies, the question is no longer whether conditions are challenging—but how much more challenging they could become if freight demand strengthens.
Understanding how capacity, rates, freight demand, labor markets, fuel costs, and broader economic conditions interact is critical for anticipating future transportation costs and making informed procurement decisions.
That's why many transportation professionals rely on FTR's Shippers Update.
